Codes of Conduct

Introduction to our Codes of Conduct

At New Panteg Rugby Football Club we believe that taking part in our sport should be a positive and enjoyable part of children’s lives and as such we have a number of Policies and Codes of Conduct which we encourage everyone to both read and actively support.

Children Safe Guarding Policy

At New Panteg Rugby Football Club we believe that taking part in our sport should be a positive and enjoyable part of children’s lives. We want to make sure that children are protected and kept safe whilst they are with the club’s coaches, helpers and volunteers. To do this we have these aims:

1. All coaches will go on relevant coaching courses, or be supervised by a qualified coach.

2. All coaches and all other volunteers abide by all of the club’s policies.

3. All coaches will be qualified or in the process of under taking a relevant coaching course for an age group, this level of qualification includes child safeguarding awareness.

4. All coaching staff and volunteers coming into contact with young children are screened through a national DBS, Disclosure & Barring Service (formally CRB) checking process as prescribed by the WRU.

5. The club will encourage and help coaches stay up-to-date with rugby, coaching and child safeguarding issues.

6. All coaches will be given a copy of the club’s code of conduct for coaches and be expected to keep to it at all times.

7. We will keep written records parental consents.

8. As a club, we will promote ‘fair play’ and always play within the spirit of the laws and the letter of the continuum.

9. We will provide coaches and parents with a written procedure for dealing with accusations or suspicions of child abuse.

10. A Club Safeguarding Officer will be appointed to deal with any concerns about physical, sexual or emotional abuse within the club.

Children Safe Guarding Policy (Responsibilities & Expectations)

It is the responsibility of the committee of New Panteg Rugby Football Club to establish a Club Safeguarding Policy and to set up procedures within the club, as required by the WRU.

Instigation of Procedures….

1. A representative from the club attends any meetings concerning the Safeguarding of Children and Young Adults.

2. All volunteers are required to fulfill the requirements of DBS checks as part of our policy.

3. A person in charge of this policy has be appointed, the Club Safeguarding Officer for the Mini & Junior Section is: CURT HAMER (2017).

Listening to Children

Committee members, Club Safeguarding Officer and Coaches must listen attentively to children at all times and if it becomes evident that a child wishes to disclose problems they may have, every assistance will be given to do so. The following guidelines should be followed: –

Listen to the child, rather than question him/her directly

Never stop a child who is freely recalling significant events

Keep a record of what was said, where the discussion took place and who was present.

Ensure the Club Safeguarding Officer is issued with all the relevant details

N.B the WRU consider the Club Safeguarding Policy to cover all children until the age of 18 years old.

Should anyone have an issue to be discussed, in the first instance they should contact Curt Hamer or any member of the committee.

The Club Safeguarding Officer and any member of the committee asked for by the child to provide support will be kept informed when concerns have been expressed.


All information will be treated in a sensitive manner and will be kept in the strictest confidence and will be dealt with immediately.

All documentation relating to any child safeguarding issue will be treated as completely confidential.

Parents Code of Conduct

New Panteg RFC and the WRU encourage parents to:

1. Be familiar with New Panteg Rugby Football Club’s code of conduct.

2. Make sure the club has your contact number and that for insurance purposes, your child is fully registered with the club (subscriptions to be paid in full).

3. Be involved in the club activities – please stay both during matches and training sessions – support your child. You are also very welcome to come into the Clubhouse and enjoy it’s facilities.

4. In supporting your child, during training and matches, set a sporting example by cheering one and all.

5. Respect your child, his/her teammates, the opposition – all coaches and referees.

6. Share your expertise with the club.

7. Share any concerns you may have with the rugby club (either your child’s coach or any committee member)

8. Please ensure that, at each and every attendance at the club, your child has an adequate change of clothing (check the weather forecast) and either brings a drink with him/her or has sufficient funds to purchase one.

9. All players on entering the clubhouse after playing, must have a dry change of clothes – NO WET OR DIRTY KIT SHALL BE WORN IN THE CLUBHOUSE

10. We encourage parents to be pro-active in communicating with club officials (who are all volunteers).

Spectators Code of Conduct

Spectators are encouraged to:
• Act as positive role models to all young players.
• Be familiar with, and abide by, the WRU Child Safeguarding Guidance in relation to verbal and emotional abuse.
• Respect the rugby club with regard to spectator behavior.

Spectators should:
• Remember children play sport for their enjoyment, not yours.
• Acknowledge good individual and team performance from all youngsters irrespective of the team they play for.
• Respect match officials’ decisions. Remember – they are volunteers providing an opportunity for youngsters to play rugby.
• Never verbally abuse young players, match officials, fellow spectators or coaches. Such behavior can create a negative environment for young players and their behavior will often reflect this.
• Acknowledge effort and good performance rather than the ‘win at all costs’ ethic.
• Verbally encourage all youngsters in a positive way. If spectators do want to shout they must make sure it is for not at the players.
• Encourage all youngsters, irrespective of their ability – never ridicule any individual player, regardless of the team they play for.

Coaches Code of Conduct

In rugby union, coaches of young players should:
• Recognise the importance of fun and enjoyment when coaching young players. Most learning is achieved through doing.
• Appreciate needs of players before the need of the sport.
• Be a positive role model – think what this implies.
• Keep winning and losing in perspective – encourage young players to behave with dignity in all circumstances.
• Respect all referees and the decisions they make and ensure that the players recognise that they must do the same.
• Provide positive verbal feedback, in a constructive and encouraging manner, to all young players, both during coaching sessions and games.

In rugby union, coaches of young players MUST:
• Provide experiences which are matched to the young players’ age and abilities as well as their physical and mental development.
• Ensure all youngsters are coached in a safe environment, with adequate first aid readily to hand.
• Avoid the overplaying of the best players by using a squad system which gives everybody a satisfactory amount of playing time.
• Never allow a player to train or play when injured.
• Ensure good supervision of young players, both on and off the field.
• Recognise that young players should never be exposed to extremes of heat, cold, or unacceptable risk of injury.
• Develop an awareness of nutrition as part of an overall education in lifestyle management.
• Recognise that it is illegal for young players under 18 to drink alcohol.
• Ensure that their knowledge and coaching strategies are up to date and in line with WRU philosophy.
• Be aware of, and abide by, the WRU recommended procedures for taking young people on residential tours at home and abroad.
• Be aware of, and abide by, the policies and procedures outlined in the WRU Child Protection Guidance.

NB: Coaches working with young players must follow the guidelines laid down by the ‘WRU Rugby Pathway For All Palyers U7 – U19 2017/2018’ and subsequent issues.


Players Code of Conduct

Players are encouraged to:
• Recognise and appreciate the efforts made by coaches, parents, match officials and administrators in providing the opportunity for them to play the game and enjoy the rugby environment.
• Understand the values of loyalty and commitment to adults and teammates.
• Recognise that every young player has a right to expect their involvement in rugby to be safe and free from all types of abuse.
• Understand that if an individual or group of young players feel that they are not being treated in a manner that is acceptable, then they have the right to tell an adult either at the rugby club or outside the game.

Players should:
• Play because they want to do so, not to please coaches or parents.
• Remember that skill development, fun and enjoyment are the most important parts of the game.
• Be attentive at all training and coaching sessions.
• Work equally hard for themselves and their team – both will then benefit.
• Recognise good play by all players on their team and by their opponents.
• Be a sportsman – win or lose.
• Play to the laws of the game and accept, without question, all referees’ decisions.
• Control their emotions. Verbal and physical abuse of teammates, opponents, or match officials is not acceptable.
• Treat all, players as they themselves would like to be treated. They must not interfere with, bully or take advantage of any player.

• The club is committed to everyone having the right to enjoy their sport in an environment free from threat of intimidation, harassment and abuse.
• All club members have a responsibility to oppose discriminatory behavior and promote equality of opportunity. The club will deal with any incidence of discriminatory behavior seriously, according to the club disciplinary procedures.
